With reference to the 2nd. para-
-graph of Lord Knutsford's Despatch No. 96 of the 6th. May,
1889, and to the new Colonial Office Rule No. 96 respecting
vacation leave, I have the honour to inform Your Lordship
that, owing to several questions having been raised by the
Chief Justice as to the correct interpretation of that rule
I have drafted the enclosed three rules, which, believe,
contain Your Lordship's intentions with regard to vacation
leave, and I request authority to include them in the
General Orders issued to Civil Servants in this Colony.
2.
There is, however, in my opinion
a point of hardship in these rules in the case of an
Officer who takes no leave at all in the first of 3 con-
-secutive years and wishes to have 3 months' vacation
leave in the 3rd. year. He then can take no leave at all in
the 2nd. year and wholly loses the merit acquired by not
having RIGHT HONOURABLE
